Buyer Tax Report
A home in Detroit, MI (street address removed for this sample)
Section 0 — Plain-English glossary
- Parcel
- the piece of land the house sits on. The county gives it an ID number — the parcel number — which is how every office tracks the property.
- Assessed value
- what the city says the property is worth for tax purposes.
- Taxable value
- the number your tax bill is actually calculated on. Capped by law, so it usually lags behind the assessed value.
- Mill / millage
- $1 of tax for every $1,000 of taxable value. A rate of 64 mills means $64 per $1,000.
- Uncapping
- when a property sells, Michigan law resets the taxable value to the assessed value — so the buyer's bill is calculated on the higher number.
- Owner-occupied (homestead) rate
- the lower tax rate for a home the owner lives in.

Section 2 — The property's tax position now
This section covers taxes only — what is owed on the property — not what the home is worth.
| Taxable value (what the bill is calculated on) | $41,801 |
|---|---|
| Assessed value (the city's value for tax purposes) | $42,500 |
| County's actual tax bill (most recent) | $3,310.11 |
| Amount currently due | $3,722.32 ($3,310.11 tax + $412.21 interest and fees) |
| Status | DELINQUENT — taxes are unpaid. |
| Owner on the city record | City record (owner name removed for this sample) |
| Owner on the county tax record | County record (owner name removed for this sample — a different name than the city record; see Section 4) |
Ownership history (the time frame)
- Jan 29, 2022: quitclaim ($0) — owner of record: name removed for this sample
Owner names are not always cut and dried — city and county records can disagree, and names change hands over time. Any disagreement is flagged in Section 4.
Section 3 — What you will pay
Rate used: the owner-occupied (homestead) rate — 64.1844 mills, 2025.
The formula: tax = value × millage ÷ 1,000 (the millage is the owner-occupied (homestead) rate above)
On today's taxable value: $41,801 × 64.1844 ÷ 1,000 = $2,682.97 per year — about what the seller pays now.
After a sale, on the assessed value: $42,500 × 64.1844 ÷ 1,000 = $2,727.84 per year — the buyer's estimated bill.
Expected jump after purchase: $44.86 per year ($3.74 per month).
Under Michigan's Proposal A, the taxable value resets to the assessed value the year after a sale, so your bill is calculated on the higher number.
Section 4 — Red flags
DELINQUENT TAXES
$3,722.32 unpaid. Unpaid taxes follow the property — the buyer can inherit this. Get it settled before closing.
OWNER MISMATCH
The city record and the county record name two different owners (names removed for this sample). Reconcile before any sale.
NON-MARKET TRANSFER
Last transfer (Jan 29, 2022) was a quitclaim ($0), not a market sale. It affects whether uncapping already happened — verify before closing.
MATH GAP
County's actual bill is $3,310.11, but the formula math gives $2,682.97 — a gap of $627.14. Get the assessor to explain it before closing.
Section 5 — What we could NOT verify
- BS&A full detail was not pulled for this report (the $6.95 paid record was not purchased — that is a per-report decision). Bedrooms, bathrooms, and building square footage were not shown in the free sources.
Section 6 — Disclaimer
This report is for information only. It is not tax advice, legal advice, or a title search. Figures come from public records as of the dates shown above. Taxable values, millage rates, and tax amounts can change. Verify all figures with the City of Detroit Assessor, the Wayne County Treasurer, or a licensed attorney before making a purchase decision. This report does not replace a title search, home inspection, or professional tax advice.
